Ayniea no longer has the power or will to affect change on her own, but she seeks a suitable vessel to take up her cause... And Pelagia shall be that vessel.
Pelagia truly believes this, whether or not she truly is receiving these words or if it's merely the delusions of lofty pride; none can truly say until her ambitions come to pass. As for those ambitions? In order to become the new Ayniea, to take up her Goddess's mantle, shenmust first become a suitable vessel, capable of containing her divine power. For this, she must obtain the unwavering support and loyalty of the Aurcaeli people, and it must be willingly given; she cannot simply stage a coup and wrest the crown from Queen Fabelle's head. No, she must approach the situation delicately... Her second requirement, upon completing the first, is to become immortal, for no mortal body could contain the power of a God. For this, she will need the aid of the Fountain of Eternal life...
If Pelagia can make herself into a suitable vessel for Ayniea, she believes she can take Ayniea's power unto herself then, becoming a new god and ushering in her own, personal New World Order: a world of eternity where none can find the sweet release of death, and all exists under the eternal, relentless, torturous heel of Pelagia, the God of this new world.
Divine Protection, or Grand Delusion?
A major point to keep in mind is that while Pelagia acts under her beliefs, and wholly believes them to be true, it is as of yet not actually for certain whether or not she is actually hearing Ayniea's voice. No other deity has acted to stop her, so far, but there exist two possibilities for this: either Pelagia is wrong, and so the deities ignore her knowing she is destined to fail for believing in her own delusions... or Pelagia is right, and the Deities are ignorant of her motives due to Ayniea's powerfl magics of life protecting her soul from the probing of prying eyes. Either way, divine intervention from other deities is not likely to occur.

A specific and annoyingly necessary caveat for Pelagia is that she must obtain the crown of Aurcaele, but must do so in a way that the people of Aurcaele universally approve of; she must somehow convince her country to turn their backs on the Fabelles, and to approve of Pelagia's ascension to the Aurcaeli throne. To do so without receiving the blessing and support of her people will not fulfill the requirements to make her a suitable divine vessel. To this end, she is constantly scheming for a way to change the opinions of her people, and to turn them against the Queen.

As the leader of the Attonians, Pelagia's interactions with Xanthe have a massive impact on the public face of the Attonians, and in turn a massive impact on her own plans. Pelagia has signed a peace treaty, offering her army's protection to Xanthe's people, and thus far the two have had positive engagements; this is to Pelagia's liking, as it improves her own political standing. Acting as a bridge between Pelagia and the Attonians, Ellis is someone with a lot more importance to Pelagia than anyone may have initially suspected. Though she initially reviled him for his spinelessness, she has come to appreciate his zealous devotion and how easily an effective tool he makes for her engagements with Xanthe and the Peacekeepers. Woodrow is known the world over as a paragon of justice and someone you definitely want in your corner if given the opportunity... unfortunately, Pelagia has yet to find a way to work with the man without him making some demand that she is unwilling to concede to, making the prospect of a partnership shaky. Though Pelagia swears absolute loyalty to her Queen, she is in truth her biggest enemy, and Pelagia is constantly scheming for a way to push Fabelle out of power without going against the will of the people. And the Queen is no fool; appealing to the people has always been a specialty of hers. Pelagia has her work cut out for her. - Tristan Cowell
Pelagia has something of a vendetta against Tristan, primarily for reasons of convenience. Cowell is someone who is similar to her - by virtue of his place in Malscure, he is a both Nobleman and Warlord, and has a widely-known reputation for power, anger, and unpredictability. The media often even compares the ferocity of Cowell's forces with Pelagia's own. Combined with his placement in Malscure versus her own placement in Aurcaele, Pelagia sees Cowell as almost an equal opposite... and for that reason, makes him a scapegoat, often uses the the threat of 'We must do this before Malscure does' to motivate her people against the land 'tainted in darkness'. Cowell makes for a picture-perfect enemy, and so Pelagia milks that for all its worth. Triumphing over him in the Attonian war would be a huge boost to her public approval. - Ayniea

Pelagia Xista meets with Ellis Danton, as he reports his failure for the task he was given. Ellis had been sent to the Broken Temple Fort to get information on the peacekeepers. Instead, he presents Pelagia with information on an Attonian woman named Xanthe. Pelagia gives Ellis a veiled threat not to fail her again, and sends him to investigate a tree not far from the camp.

The two connect over the religious iconography of trees, until they are ambushed by two Aurcaeli soldiers. Corporal Evard and Officer Pencialo believe Xanthe to be a threat, and worry that Ellis has defected when he refuses Evard’s orders. Ellis tells them that he needs to speak with Pelagia, and to have her light a signal to get his attention. Then, Xanthe teleports them both through the tree.

She also speaks with Feofil, who guarantees he has secured a meeting for her with Lord Markus Woodrow II.
Later, in Pelagia’s chambers, Ellis clambors up to meet her, bringing an offering of finely aged Willow Wine and Aurcaeli food. She berates him for his earlier secrecy, and then gives him the mark of a Gold Leaf as punishment and privilege, effectively promoting him -- but moreso marking him as Her’s.

She restrains the demon, demanding answers to her questions, particularly regarding his purpose here. Eventually he reveals that he can help her, and the two strike a deal. He gives her information regarding her Queen, and she will assist him in finding certain rare artifacts he requires once she has access to Aurcaele’s resources.
